ABOUT PEML


PEML knows how emergency management programs can be advanced without the need for large budgets or complex time consuming planning. The goal of PEML is to advance emergency management programs of communities, First Nations, and the private sector by providing simple, low-cost, enduring emergency management ideas and concepts.


Established Since 2015

Phoenix Emergency Management Logic (PEML) was formed in 2015. With 13 years’ experience from Emergency Management Ontario (EMO), PEML has a solid understanding of public sector, private sector, First Nations, and NGO emergency management programs, capabilities, and challenges.


Although PEML was established in 2015, it is built on a foundation of 15+ years in the emergency management field. Jeff Edwards has responded to numerous emergencies during that time and has assisted in the development of dozens of emergency management programs. Jeff held positions on the Provincial Emergency Response Team, as Operations Chief, and as Commander.

Accredited Professionals

PEML is an accredited Associate Business Continuity Professional (DRI Canada) and Incident Management Systems Trainer (Level 100, 200, and 300, and Instructor). PEML also holds certification as a Community Emergency Management Coordinator and a Basic Emergency Management Instructor, as well as certifications for Advanced Critical Incident Stress Management, Emergency Operations Centre Management, and Emergency Site Management.

25+ Emergency Response Plans

Prior to forming PEML, staff held positions with the Provincial Emergency Response Team (PERT) including: PERT Leader, Duty Operations Chief, and Duty Commander. PEML staff have previous experience responding to numerous emergencies including SARS in 2003, the Blackout in 2003, the Kashechewan Water Quality Emergency in 2005, the Elliot Lake Mall Collapse in 2012, and the Toronto Ice Storm of 2013. In addition, PEML has authored numerous emergency response plans, documents and developed the Guidelines on Appropriate EOC Telecommunications Systems.

100+ Exercises & Trainings

PEML has been an active participant in many exercises, from small table tops and case studies, to large full scale cross border exercises between Ontario and Michigan, including roles as exercise developer, player, evaluator, and controller.


PEML has trained hundreds of people on all aspects of Emergency Management and is qualified to teach 100 - 300 level IMS, basic emergency management, as well as other emergency management courses. Let PEML customize emergency management training for your organization.
